To cope with the increasing traffic on West-Java ALCO (USA) supplied six mallet compound 2-8-8-0 locomotives during WWI. The order was placed there because European builders were unable to supply due to the war conditions.

The locomotive had a distinct US outline downsized to fit the Cape gauge profile. When the need for a further batch arose after the war further orders were placed in Europe. Werkspoor supplied four.
